Well it's not Cannon so it doesn't but if it was to be somewhere it would be after the first Fight with Broly and before the Second fight with Broly since Son Goku mentions Hatchyak being stronger than Broly but not Stronger than Broly in the second movie However, Since, you know, If a Saiya-Jin goes through a Near death experience his power increases greatly.

Besides Wiki's wrong most of the time, it says it's not an OVA without facts or anything to back their claim, It is an original Video Animation made specially for the game and like many ovas this one is non Canon, hence the Gaiden title.

Problem is, That it was actually released direct to video weeks before the game was released, hence why you find 2 versions of the OVA, one with parts of the game and one without it.

It definitely doesn't take place during any time period.
If you notice, Piccolo mentions Hercule, but none of them meet Hercule until the Cell games, which is at the time where Goku dies.
In that OVA, Goku is alive and kicking.
