how do you change someones picture on the char select screen

you change the picture with group 9000 image 1 on it. make sure the pic is a .pcx or bitmap with 256 colors.

this should be in help. also, that little magnifying glass thing can help you find image 9000, 1 if you click on it.

whats a group 9000 or a image 9000, 1  or whatever??

Those numbers are used to identify which sprites go with which activity in mugen.  9000,1 is the sprite mugen uses as the characer select picture.  In fighter factory you see these numbers on the left of your screen when you're on sprites.  You can see it in dennis's image.  See? They're right below the box that says "image name or comment".
