Need to see .def file in notepad format. Most likely reason is you don't have that act file but it's listed in the .def.

Also, you're developing for winmugen and not mugen 1.0? That looks like an older version of FF to me so if you wanted to do 1.0 you need to move up to FF3.

It was just that, I was using the latest version of FF, I changed some things in the DEF file and placed a corresponding number of palettes 1,2,3,45 ...
