So i went to the Silent Hill wiki to see who this Lisa is since she is not the nurse from the first game and then i found this:
Lisa's attacks are debated by players whether or not she kills the protagonist. It is noted that there is a sound similar to unzipping pants and is hinted that she sexually molests the character. 
Daym, dem soldiers better run from those decoys.
