i hope its good the i was tryin to resize it but i think it made it worse

I really can't tell b/c it's far too blurry.. when you save it, make sure it's 95-100% quality, k? :)

Yea, it looks more like ice than an effect really... Try finding some fx tutorials on google like these: http://ere4s3r.deviantart.com/art/Cinema-4D-Sprite-FX-tutorial-130684433
