Music stutter

I have a question pertaining to music on stages. On my game, any music that isn't mod format, (such as mp3 files to be specific) doesn't play or skips and stutters. Any idea on what the problem is?

You need different plugins for different file formats.

How do i get such plugins? And after I do, how do I program them to coagulate with the game? (I think i made up the word coagulate, but it sounds smart though.)
