Cable is the same baby boy that born to Cyclops and Madelyne Prior (who later turned out to be a clone of Jean Grey and who aslo turned into the Goblin Queen) in the pages of Uncanny X-Men. The baby Nathan was infected by a techno virus and we eventually taken into the future as the only means of saving his life. Nathan grew in the future into Cable. The first twelve years of his life he was actually raised by Cyclops himself whose mind was pulled into the future for just that task. Cable, as a much older man, taveled back to our time line where he now exisits.

So in short, Cable is the son of the Cyclops we all know, and was raised by Cyclops.
