Looks a bit funny!! I would prefer if Ryu adopted full costume of Red Ranger instead of only the helmet!! However to keep the moves!!

I don't have a mobile device, so i wont be able to play this game, but you can see in this vid how he'll play in that game, for anyone wanting to make a ramped up Ryu-Ranger for mugen.

Edit: Included here is actual gameplay, check out how his super hadoken adds extra hawk fireball hits in the air.
