AngleDraw on Helper Animation?

I dunno if this is an easy question or not since I'm still new at this.  I have a cape animation that I'm using on a walk animation, forward and backwards.  I want the cape to only lift a little and not the 90 degrees that it is, so I'm trying to angle it down when the help for it spawn during the walk animations.  It works, kinda.  I have the AngleDraw in the actual state for the Helper and it will make the first frame of the animation angle correctly, but then goes back to the original default angle for the rest.  How do I make the angle uniform for all the frames?

Angledraw needs to be asserted every tick like assertspecial, or veladd, or gravity.

type = angledraw
trigger1 = time = 0
value = 90

True for 1 tick

type = angledraw
trigger1 = time <= 10
value = 90
True for 10 ticks

type = angledraw
trigger1 = 1
value = 90
True until you leave the state.
