Shadow Future Mugen

Hello all, i want to make like a Ultimate Mugen pack for people that dont know how to add stuff to mugen like friends of mine.
BUT i want to know if that is possible or that i should ask permission from every maker of the stages and chars etc. withs i thought.
The game will have 115 stages(every stage will have his music) and 160 Chars+secrets.
This is what the select screen would look like,you can see i am using Alphastorm beta 2:

Reason for the name Shadow Future is that Shadow stands for Exshadow because i am a big fan of his stage's and Future because in the menu and select screen i used Future Trunks theme song.

Making a pack that has lots of characters and stages already togeather is warehousing, and thats bad, and in violation of the 

Plus lots of people have done that before...

why is it bad? because it keeps people from downloading the latest updated version of a character or it prevents website trafic that can provide moneys to the host of the chracter or stage you decided to warehouse..
