Can you open ACT files with text editors?

i have of FX i want to use the same palettes, is there a program to open them in text and copy a block of colors to another ACT file then save it? i used to have a program that did this  but cant find it anywhere, i might have been a PAL editor if i remember correctly

If I understand correctly you can do that with Fighter Factory's pal editor.

FF can...care to explain please. so i can take a block of 64 colors from one palette and paste them in another palette in one "copy and paste"? like you can if you open up something in notepad for example?
