Yes, because the author forgot to package palettes in the character.

Awesome. I haven't downloaded the character yet, because I have yet to get to a computer, but she caught my eye in the Mugen news.

I tried to make a palettes but a lot of the sprites stayed the same, why is that?

Did you add the palettes to the .DEF file?
