double hit

for the life of me I can't figure out how to make this char im making do double hits ex.  mag strong kick or wolverines strong kick where it hits the char twice.  what my char is doing is hit once with the first hit, only if the first hit miss will she hit him with the second hit.  How do i get it to connect hit no matter if the first punch hits or not.  if sucks because if the first punch hits  she still finishes the animation and it allows the opponent to get a free hit.  please help

2 triggers on the hitdef (use animelem since its the easiest), or use 2 hitdefs
