Depends which season of TMNT you're talking about. The first season was made in the late 80's.

Double Dragon!!i remember that also...i still have an action figure of the bad guy of that show 
besides the theme song(god that was awful) the megaman cartoon looked rather decent...was it the one where the "Gutsman`s a$$" meme came from?

Yeah, that's where the meme came from. I used to watch all these video game shows when I was a kid. The only toon based on a game I never saw was the American SF cartoon. I watched SF2V instead.

I know the feeling

the 90s were sort of a golden age of kids cartoons because, despite great gags, they really  struck a chord with kids if the studios put the effort into it, which a number of em did. There was a BUNCH of great 90s cartoons..too many to list
