I would estamate that the creator of the harley sprite used fighter factory to build the gif.
Saving a gif from ff almost always has a small visual error with missing pixils on one or 2 frams

Nope, i can say that it isnt from me.
I can only speculate as to who made it, as it looks to me like the work of 2 differnt people.
Batman and his "robins" look like they were done by Z666 where as Joker looks like he was made by warner.

No it never was . I do that as a joke every so often . Look at Movie week , it had a sprite I made of The Crow . But you couldn't vote for it

Thanx , I made the sprite . It's actually part of a hyper that I am making for alexziq & Spiderbat's Batman Beyond character . I rarely enter the comp since I run it . It's not really fair for me to enter unless I sprite it on Monday before I see anyone elses entry . I just do that as a joke once in awhile

I wouldn't mind at all, we'd get to see another amazing sprite on a weekly basis, and that'd be just awesome.

I see that sprite as the future of mugen. I'm just too lazy to commit to such detail myself.
