Cyber Akuma pallete problem

Scar's Cyber Akuma sure hates shopping. None of his palletes (except the original one) work on mugen 1.0. I also tried to make a new pallete for him. I simply changed the top cloth to the same color of the pants. (to make him look like the original Cyber Akuma) but it also didn't work. 

Any suggestions?
