I'm not promoting it, its just that I wanted to play with Jubilee in MUGEN, but the other ones are a spriteswap of Ironman and a horrible version of her. This is the best (or, at least, less worst) version of her for now.

A guy converted the horrible version into a good one, but he said he can't get permission to release it. Check it out:

Well, Xfields and Anvil are working in a Jubilee (I hope), Kyoman is working on another and B-5 on another. I trust their work, lets just wait.

It's true.  Even if you try to combine the sprites from all the Jubilees out there, there's still not enough consistency, variation, and harmony between them to make a properly polished set.  That video combines sprites from two of them because I can't sprite, not really...  I can only kitbash new ones together by taking pieces from existing ones...  If I could, I would have created and replaced most of that.

I'm self teaching myself how to make things.  So I can't release anything.  That Jubilee was made from Intensity's and a bit of MazeMeralds with a new pallette I did to make them match.  It's not done. One of the Hypers is Intensity's, but I changed the velsets, sprites, and animations. (Exploding Burst)  The other 2 of the hypers are altered too, but from Zvitor's Wasp and Iceman.  The Arctic Attack and the Spinning Sting hypers.  I just changed the coding again. The Fireworks FX mostly came from Sentry's sparks that I mixed together. I also used the X-MEN: Second Coming hyper background... I don't even know who made that.

The reason I didn't ask permission because I made this edit for myself to practice and learn how to make other things. I didn't think I needed to ask, if I didn't intend to re-release anything. The reason I posted that video, was simply to show off Ideas for anyone making her because it was discussed in another forum.  If I had permission from those people, I'd share it just so people could have a placeholder Jubilee until somebody makes a proper one, but I don't so I choose to respect the owners of that work.

I agree with Darkflare though.  She needs her own project from scratch.
