Key Config for Mugen 1.0

i play mugen  with the arrow keys as joystick and  the keys : q, w, a, s, z, & x for punch/kicks.... i want to make 1.0 to work with that keys but i don't know why it doesn't works,

this is waht i have on the mugen.cfg

Open the game, go to "Options" go to "input config" go to "key config" and set it there.
