Help with Sound Plugin

I forget what sound plugin I'm using (not at home) but I upgraded to vista and now windows 7 and I had to switch plugins so the sound would play at the title screen and character select screen. But now when BGM is playing, when sound effects happens (attacks, character voices...etc) the volume lowers while it's happening then increases again when it's not. Is there any fix for this? I would like one level of sound so I don't have to keep editing my mp3's
