Throw damage

Which file governs throw damage for characters?  More specifically, how do I change the damage a throw does?  I lowered the attack rating of my characters so that they'd play more evenly but their throws still take far to much damage.  What do I do...? ~X(

search for       TargetLifeAdd    in the throw states.  :)
