Not when the DC properties are considered as one franchise instead of multiple ones, which is exactly how it is considered. All that is strongly suggested is that one character will at some point use an ice-based attack.

Roster shows Black Adam. It's missing Hawkgirl, Sinestro, Shazam and Doomsday.

Looks like the roster is 24.

Missing 2 characters on the villain side. Going by the fact Ares helmet was released as an avatar item on Xbox Marketplace and appeared in the comic he seems likely as either playable or the boss.

The other is the mystery woman on the achievement image. Pale skin, blue hair and has to be an ice user; Killer Frost

That's actually an interesting character possibility. Another female, someone who's not affiliated with Batman ... is Frost a villain to a particular hero?

Killer Frost is the main villain of Firestorm. She was in Justice League Unlimited as a member of Grodd's Secret Society and was just a general villain in that.

Looks awesome. I guess the bald look is story mode skin (like how Wonder Woman has a story mode skin)

This is an alternate Earth "discovered" by Netherrealm Studios, so there may be a chance that Harley Quinn could be that hero. One other thing: The title of "hero" and "villain" are being used loosely. Remember, in this world the greatest protectors become the greatest threat and vice versa.
