GAH! Annoyed! really REALLY annoyed.

I dragged the toolbar for ms paint off screen, now I can't get it back. I can't believe I'm going to have to reformat over this ><:;
I've tried EVERYTHING! And when I searched on Google, it's like almost no one had this problem, and the ones that did never actually solved it.

Nope.
Believe me, I've tried the simple things.
Also, because it is a tool bar, you can't use the right click + move
Then arrow keys to bring it back on screen trick.

Thats why it's so frustrating. It's a VERY simple problem, with a really annoying fix. Other then reformatting I can't see a way to fix it.

EDIT: I just tried uninstalling it and re-installing it, still NOTHING!
I finally decided to go back into spriting, then this. I give up ><;;
