Power charge effect help and dust effect help

My first problem is that i want a Dust Effect when my character falls from a certain height. Is this even possible?

*My second problem is that how to do a power charge with and that the sound/effect stops when the charge ends? I know it has something to do with root anim but i suck at coding so sorry if these are dumb questions.
