Okay When I Was Working On Quickman I Made This Portrait

But This Is What Happens When I Opend Him Im Mugen

See No Portrait

Maybe it's because you didn't decreased the color depth to 256?

Yeah Dragonesku got it. Make sure you decrease the color depth to 256, otherwise it will not show up on your Mugen.

yeah, make sure it's .pcx, 256 colors and all that good stuff.

by the way, including the portrait in the .air file is completely unnecessary.
