palette problems

Im very new to making mugen characters as a mater of fact im working on my first character right now,but when every i make a new palette only the color of the face pic next to the life bar chages color.dose anyone know how to fix this?

Use a different sprite. You're editing the small portrait. You should be using an ingame sprite.

no i made sure i edited off of a ingame sprite.hey do the sprites have to be a shared palette?
