Title: I want to make an announcer thingy.

I just want to make a Tekken 3 soundpack since I haven't found any. It's I have all the necessary stuff for getting the announcer on wav files. I just need to know how since I've never done it before. ;D

But is there an open source one? So that Leechers can also dl it? Is the one that came with regular mugen open source?

yup, everything made by Elecbyte is open source.

ummmmm... wow I havent played that game in YEARS... You tried doing versus and then pressing an attack button while their both have the same health.

I think there is, but I know nothing about iso's. You should ask Nemesis... err Leon s kennedy lol
