Title: freeze sprites

So what's the best way to go about making freeze sprites? Also is it possible to animate them like they do the get hits in mortal kombat? In mk once they're hit they move a little before being completely frozen.

The frozen sprites do not need to match the shared palette of the character but the background color does need to stay intact. You can animate it if you would like. I prefer to make the sprite all shades of blue with an emphasis on the lighter blue colors, then add a frozen base and some icicles to indicate that they were frozen by a blast of some kind.

You could just make a custom animation = changeanim2 for your opponent since if you want them to be frozen anyway most likely you are going to have to put them in a custom state. Once your opponent is in the custom state you can add a palfx in that custom state to make them be a certain color.
