As for THAT specific rom, the video shows some URLs.

As for an emulator and roms, http://www.romnation.net may be the best choice. (If you're looking for MAME Roms like SvC or KOF 2003, http://www.rom-world.com. And if you're looking for N64 Roms, http://www.saltajuegos.tk/).
