keep in mind that Gouken was made before we had him as a playable character,so alexlexus made him with the moves he thought were best and fit the character better
Maybe in the future he might update or release an alternate version with the moveset from SFIV(or not,it's his character after all)

Good luck with the awards, and don't turn yourself down man.
If ppl voted Gouken as the best of jan 2008,it must be for a reason...winning a monthly award is already difficult with the amount of stuff put in the net everyday so even if you don't win char of the year,it would have been because just someone did a bit better,not because you did a bad job with Gouken  :thumbsup:
