Actually, if you look closer at his helmet you'd see that it's just a helmet. The sunglasses that you see on him are actually his own, not the helmet's.

That depends on which picture of him you're looking at. The Megaman 8 version of him with the funny haircut has the shades attached to the helmet he's holding, yet he still has shades on.
