Uh yea, infact I believe you were the one that emailed them about the idea of having others help.
As for it being a mugen project, it is a mugen project. It is stated on the site it is. Infact the first question in the FAQ states it is for mugen in english. Safe to say it is for mugen which is awsome.

Ok, that's awesome, because a lot of the characters their making, have been in the need to be made section for a long time.
