It's a safety mechanism (however u spell that) to keep them alive. The offender (1) gets banned and the person that got him in (2) gets banned under the assumption that (2) will either try to get him in again or get someone else it that wil more than likely offend again. In some cases, (3) and (4) will get banned as well.
