what I kind of figured there..but if anything, galactus doesn't SEEM like a sub-boss
Probably wrote sub-boss because Galactus is a boss,but appears before the final boss Symbiote Onslaught.
In a way it is a sub-boss.

He's still vulnerable to custom states, so some moves can "throw" him as a result. However he actually feels solid enough, and the only complaint I have is that his attack FX could use some cleaning to be better.
Drast it! I tried to make him not vulnerable to those custom states. Back to the drawing board.

The sprite work is really nice, although he lacks anti-aliasing. Good job. ;)
Also, the attack CLSNs shouldn't go below the yellow line symbolizing the ground/feet.

but speaking of dialog, they got some GREAT dialog from the Fantastic Four cartoon & possibly from the Silver Surfer cartoon I believe as well. nice ;D
that and I noticed the lip-sync is almost dead-on, that is just SUPURB programming & spriting right there (same with Beast that I've seen)

The lipsyncing for Banshee is pretty much on too, for all of his custom vs. intro phrases.

My congrats on creating such a visually stunning character. If I may make a small suggestion besides the vulnerability to custom states he doesn't seem as tough as most oversized bosses (Apocalypse, Onslaught, G Akiha, Etc.) Why not increase his Defense or Life or both?
Good question. The reason is because he is not a boss on the level of Onslaught or Apocalypse, he's a Sub-boss like Sagat is to M. Bison in Street Fighter II.
