Ok, then you can explain me these:

Same thing goes for E.Honda and other SFA characters converted for the CvS game.

simple, Capcom never converted them over with cvs sprites. They were either cut for time, or just didn't feel like it. Otherwise Ryu, chun li, bison, etc would kept their sfa sprites

Then if you're smart because it's simple for you, why all the sf characters appearing in Capcom vs SNK (except gouki, ryu, ken (yay same base for all three!), vega (M.Bison) and chun li) are converted to fit the cvs style doing the thing above??
And don't say it's because "Capcom never converted them", because the SF characters in cvs style are smaller and thiner than in sfa: if it's not converted then what it is??

smaller and thiner
that, being smaller and thinner does NOT equal a conversion.

In the game Capcom vs SNK, it is.

Not really, just a way to take less time on spriting.

Ok, why this graphic style only appear in the game Capcom vs SNK?
It's maybe because it's the CvS graphic style!  o.O#

What are you talking about? The SFA style has been used tons of times before cvs, there would be no other logical reason why they are in CvS if others have the actual style. Its fact that they are completely different styles, you can ask every other spriter and they will say the exact same thing. Why would anyone even bother converting if it WAS the same style? because it isn't....

Dan is right, Falkor. Capcom reused and moved the SFA sprited characters from the SFA series to the CVS series. It's not about the graphics style though, but it's just the company using sprites whatever they want to. I think they're getting lazy to sprite into a newer version especially for the supposed CVS version on Honda, Zangief, Blanka, etc. However, not only did they change the CVS style on them, but they provided new animations on the SFA chars brought to CVS series such as the run animation. I think they didn't release the run animations on each SFA char before making CVS. CVS 1 was released on 2000, but part 2 was released a year after. So they reused some characters just for having a big roster to fill some slot. The game or the series looked like it was

What I mean "reused" is reusing SFA chars in general.

Looks pretty good to me. It does look SFA-ish and im sure he did more than just make things wider. It looks like some light shading was done to make it more like that of SFA characters. Last time I checked, it did take to make certain parts of the sprites  individually wider and to add a lighter palette/remove ceryain things. From the look of things new moves were added.  The retsu sprite work is also proof that this gentlemen does make his own things and isn't lazy.

OK class! Now remember, in order to give someone proper feedback, you must BASH them! Because being nice, and or respectful, is frowned upon in the Mugen community... Ok, so what do we do to new creators and patch makers kids?

(Kids yelling) BASH THEM!!!

That's right class! now get out there and discourage someone!

(Kids) Yay!!!!!!!!!!!!!!!!

Objection!

Thats nice, but it takes alot more then just a lighter palette to make it SFA, same with Retsu

Lieutenant Linn Kurosawa:

Since we will never see the Lieutenant Linn Kurosawa in a new game (except for cameos) because of the 20th Century Fox's rights on the AvP game, I thought she could appear in her police costume, before she became a cyborg in the future.

She could be one of my WiPs if you are a good number to like this appearance.
hey there i saw your  Linn Kurosawa and I i like her base but it was missing afew things so i took the liberty to edit this sprite for u i hope u like it

Nice!
Thank you :)

I don't know yet if I will WIP them, but I feel the need of doing Final Fight characters, so I will try some moves for them.

It's sad Kojuhno and me left years ago, we were working on Dean, Cody, Maki, Carlos,... We could have had a good FF game ^^
