Characters in arcade mode appear in random stages and not the ones they are set

So you know how if you go to the select text file to set characters right? When I set characters to appear in certain stages by doing the char, stages/stage.def it works for most but a few characters appear in random stages instead of the ones set for them. There are no errors or typos in the def document, I've checked and tried retyping them to no avail. If anyone knows a fix, help would be greatly appreciated.
