She looks great so far. Most of the sprites will be from a side view though so that will be the really test if she's going in the right direction. Stances are so important to selling the concept of the character.

Might I suggest you try giving her a different stance from Chun-Li's, at least change the legs to a different position/stance? You want her to stand out from Chun-Li and not just be a painted over Chun-Li. Perhaps make her legs look like she's floating/flying, if you want her to fly in her stance. You have it easy for the walking animations, where you could just have a few sprites of her flying forward and back, if you should so choose.

You will also want to draw from other bases other than just Chun-Li. Chun's move set may not all be appropriate for Storm. But Storm's move set will be something you build up as you go along, so you have to time to consider who to draw from. The great thing about MUGEN is there's no rush! :P

For the cape, if you can find sprites of Capcom's Storm with her body and cape separated, you can actually use that. If not, there's several Capcom characters that are obvious sources: Magneto, Dr. Doom, Demitri from Darkstalker. I feel like there's more but they elude my mind right now.

I do like your two sprites thus far, the shading and colors are good and that hair of hers is great.
Anyway, that's my two cents. Best of luck with this new WIP! :)

thankyou so much, i think your right about the stance, its the top half of mvc chun-li and the legs are from the newer third strike chun-li to make her stand taller. i think i will try her flouting.
the characters you've suggested arnt what im looking for. storm cape is attached at the wrists and id like to try that.....i will re work what iv got :)

Still not crazy about this design, but I love the quality of the sprite. Good job.

hopefully my work on her will sway your opinion.

iv been faffing around today with the cape, and this is a rough draft of her new stance witch the left side of her cape almost done.

as always thankyou for your help guys, a change in stance was a great plan!

first, congrats on the initiative

well, i would suggest some stuff, to make it better(not thats not great the way it is)

1-Increase the size, to make ororo more like in comics
2-the hair can move, there are plenty of characters using mohawk in the games, where you can base for the movement
3-if you stablish a movement for the hands(something almost mystical) you will almost not feel that the rest is not moving, and you can concentrate on the cape, and make it slightly moving.
4-you can make the tone between eyes and eyebrows one tone darker,so you can make the black around the eyes one tone lighter, making it easier to make expressions in the future
5-personally i would use two colours in the eye(grey and white) so you can easily turn it blue in intros , making it more rich

its all based in my personal taste
best of luck ;)

iv added movemeny in the hair (its harder than it looks to make it flow)
im still looking into somekind of hand movement...
the cape has took its tole but it look better than it did and flows nicer.
still some tweaks to be made...

Nice, I like it. Its possible to give her boobs some movement. Not to be a perv, just because boobs do bounce.

Embrace your inner perv Big O! Embrace it! lol
good point too. Up and down floating  with slightnboob bounce would work and look even better. Nice sprite bro.
See a hobo just embraced it. Pervy Sage mode activated.  ;D

okay so here is her final (hopefully) stance animation, with previous incarnations of the stance as a point of comparison.
(http://fc03.deviantart.net/fs71/f/2014/316/1/7/stance_by_geekinell-d8668rp.gif)(http://fc02.deviantart.net/fs70/f/2014/316/a/3/fly_by_geekinell-d867dsv.gif)(http://fc03.deviantart.net/fs70/f/2014/318/7/4/storm_stance_by_geekinell-d86dikr.gif)(http://fc07.deviantart.net/fs70/f/2014/320/b/3/stormimproved_by_geekinell-d86lz7g.gif)
as you can see starting with the first stance was not very "in-character" for storm, so as suggested a flying pose was created along with the first sample of that darn cape lol then i was asked to give the hair some movement so i fiddled with that and gave the cape more life/flow. after that people were being pervy and asking for boob movement haha which is okay if done tastefully, so i was obligated to try haha and at the same time gave the arms a little movement and her earring too. i also went back and thickened that mohawk.

you were so right about that! after looking back i hadn't realised id shortened her legs so much, plus i wasnt happy with her head turning...and i felt there was actually too many sprites in the actual crouch and it felt slow. so i fixed it guys!!!!

old vs new

hmmm, i like everything
its all fluid except the turn
i guess there are two solutions about the head.

you don't kneed to move the head at first, maybe before it moves to the other side, you could use in the middle of the animation the head looking to the screen
i would try it if im able to sprite :D

Ok.

Btw, Can Storm create ice from nowhere that quiclky? I don't think so.

Quote
Storm possesses the psionic ability to control all forms of Weather Manipulation. She has been able to control both Earthly and extraterrestrial ecosystems on several occasions. She can modify the temperature of the environment, control all forms of precipitation, humidity and moisture (at a molecular level), generate lightning and other electromagnetic atmospheric phenomena, and has demonstrated excellent control over atmospheric pressure. She can incite all forms of meteorological tempests, such as tornadoes, thunderstorms, blizzards, and hurricanes,[26] as well as mist.

i agree with O.

as far as coder I would go with O because he is very consistent with his works and he will get this char off the ground.

the effects must be in line with her powers...so for her to make ice out of nowhere is problematic.

for hypers and specials hell yeah it would work, but there has got to be more weather orientated things going on.

ie. wind rain temp drop etc...

long story short if you guys work together coding and effects wise you will have a very awesome char

When I home I will provide sufficient evidence and inspiration for all my move sets. I'm quiet a classic soul, so using pixel effects instead of hi-res ones is a big part of my project.

I may be wrong but I think the cape on the foward walk should be just as long as the walk back if not a smidge longer

i agree with working secret but at the end, if they want to steal it, they will when you release your work.. before it happened a little, now we see this happening more and more and some people dont understand what it does to mugen as a community and most important to the artist who gets discourage in continuing to do more characters..

Very good the palletas, works perfectly, so I don't like the last, perhaps it can be used in a hyper, more as palleta I don't think works well.

There are a lot of liars and backstabbers in mugen, oh the stories I could tell ya bro. Here's a tip-

When you start a project, set one sprite aside with all the colors needed in a list format, like this one-

(click to show/hide)
A good, clean look at your character, with a list of all colors needed. If they want to help, send them that, rather then the whole character. If they're honest, they'll have everything they need, if they're trying to 'steal' your work, they only have one sprite.

Never send anyone your work unless you 100% trust them.

That's a really cool way of approaching the palettes! Usually, char costume are all different colors of the rainbow. I like this subtle change in palette instead. That's really cool. That inspires me to try similar with Dazzler.

Oh wow thankyou. Yes I much prefer a subtle yet distinct change rather than a full colour redo. Unless it looks great, but with this paticulor costume it looks best the way it is

Storm is a strong, broad, powerful woman, I like the shoulder muscles on her. I'm not keen on slim-big-tits-big-arse-tiny-legs-tiny-arms-look lol
Understand I'm not being rude for you sharing your opinion, I think in many other characters that level of muscle wouldn't sit right (ie-Emma Frost, Jubilee, Domino, Scarlet Witch, Black Widow, Psylocke) but for my personal creation of Storm (as a long time super-fan) is that of an Amazonian peace keeper with the power to crack the heavens, which makes for big-butt shoulder muscles

iv added them to a growing palette in working on that i can give to you when your ready to start coding her in due time.

also working on a win concept, Storm is the Headmistress of the Jean Grey Institute for Higher Learning, and a couple of the young mutants have featured in her current Storm Arc. so im working on 3 Students to rush the stage after the Win to congratulate their teacher. if finished the first character today, her name is Creep.

Hum, this could be a problem. But I can think in a workaround.

by the way, you will need to redo the medium punch. It won't connect in combos at all:
Unless you add some "spark" to the medium punch.

that ice effect is the old version, i emailed you the new version with new effects more suitable to storm, and okidoke i can add more reach to that medium punch by adding some good old fashioned lightning :)

This is some great stuff. Love that intro! It's rather refreshing to see a Storm with no MvC Storm sprites. CvS Chun's legs work great as they are very 'majestic' (for lack of a better word).

I think that Capcom could have done so much more with her moveset and it's great that you're going with a unique version. There is a lot of flexibility in Storm's powers to allow for some creative and great moves.

I think she looks a little short though due to the Chun Li base. Storm is 5'11 (same height as Psylocke, Ms Marvel) whilst Chun Li is 5'7

All the best with her  %%-

i think i know what it is about the shoulders...at least during the intro...it isn't that they are really big but they are not tapered.  they need to curve in from the sides...but only during the intro...I don't see a problem when she has them covered up

i really enjoy your work here
i was searching for inspiration around.
if you loose the lines on chun-li shoulder it can look a little better, but its not bad the way it is.

In the cap com storm, the thing that most bothers me is that Storm is Shorter than psylocke, Jean Grey , rogue and marrow, and its quite the opposite .
so if it was me, i would take a moment and do her with longer legs, to match the other fighters...but that my 2 cents :)

good work and i wish you progress
