need help fixing a pallet

ok ive been trying to figure this out for a few weeks now and to say im frustrated would be an understatement. i need some help 

the problem i have is this, i made about 6-8 pallets for my shin fuuma charecter and then decided to go back to one pallet finish the charecter and then do some more pallets. well the pallet im using now has most of the 256 colors taken in it and i want to clean them out. ive figured out how to remove them but the problem im having is that i made a few sprite edits from another charecter, i added the proper colors but they are in the "wrong" spots in their pallet so when i try to use them in the new charecter the colors are messed up unless i make their pallet a stand alone (like a fireball or fx) and when i do that and go to my charecters pal #2 those few sprite dont change. (i know this is what should happen but i dont want it this way)


so i guess im asking for 2 things..... (either explain to me how to do it or do it for me)

#1 take my existing pallet and take out the colors im not using and move the colors i am using into some kind of order (ex: all reds in a row darkest to lightest then all greys in a row darkest to lightest and so on)

#2 how can i fix the sprites ive edited from another charecter to use the EXACT same pallet as the rest of my sprites?
