To make it simple...is when a character (or a beta...very likely) is released to the public without the creator of the character`s consent,when someone else beside the char/stage/sp...didn`t want to release it officially,but the char appears online...
Examples are Blaque,Captain Marvel,Parasite...chars that have been leaked in early alpha/beta stages that are still in progress...

this even happens in the game industry - games like "Doom 3", "Halo 2", "Half-life 2" were leaked by somebody or hacked FROM their creator's databases & whatnot...
