so how do you do this filtering stuff? do you just export all the sprites, filter em in an editor and manually put em back in? that seems like a pain lol. please get back to me, id like to try with other characters.

That's about it, export all the sprites from the SFF, resize them with the best software available, replete the sprites, import back into the SFF file, align the sprites and then finally adjust the code as necessary to account for the change of positioning.

One funny thing about the chars is when you use Morph's Fwd+HP (transforming into the enemy's HP) the Filtered chars sprites are huge, since they aren't scaled. So Morph turns into Giant Blackheart instead. :D
(I know that is an 'issue' in Morph not the other chars, same thing happens to Godzilla scaled chars)

Yeah, not much that can be done there. With morph or the Filtered chars. :-??
