fixed AI bug(where he punches air while your crouching)
fixed helpers in hell mode(some of them dont go away)
increased AI difficulty(because its fun doing it)

We all know that nega joe is a very dark char, and in his blind rage he met sagat. after barely beating him joe decided to try to
kill him by using his Shun-goku-upper. it should have work but instead it cursed sagat with his evil powers. now I give you the evil
result, Boss Sagat.
