Everyone over-hypes Silver Surfer, just about everywhere. 

Disregarding the fact it's another inconsistent character, who has been jobbed out a few times. Honestly, Silver Surfer should be replaced with Thanos. Thanos has CONSTANTLY beaten Silver Surfer.

No, I agree. I even mentioned it before. I'm saying, people won't vote for Spawn because he's not nearly as famous as the others, sadly. So nobody has any idea of his actual powers.

From changing any substance on a molecular level. To absorbing almost any energy. Flying into suns with ease. He could literally turn any of these guys to solid gold or a piece of wood. Heal himself over and over. I could name more but I'd be doin a lil much. All the guys on this list are unbelievably powerful. Since surfer isn't here Goku wins by default. Ssj4 goku owns all these guys.

The Cosmic Hulk can shoot Cosmic-powered eye-blasts, decipher and speak alien languages, and fly, as well as Hulk-like strength. He has easily defeated the Red Hulk and A-bomb.....at the same time!

I have know idea what would be more terrifying than a hulk that can FLY!........ really think about this.... he can FLY!!

No offense, but you really need to pick up a comic. If you're comparing characters, you can't say "WELL, HE'S SO VASST. THINK OF WHAT HE CAN DO." But if he hasn't done it, then you can't bring it up. Flying into suns isn't really bragging rights, sincem ost cosmic characters do that. He can't do that. Literally, Surfer has never done any of these abilities. 

Like I said with Sentry, it's inconsitency. A character like Surfer or Sentry who have potentinal but don't reach it, really don't count for anything unless they could show said potentinal. 

The characters I can bring up have shown massive power, such as Thanos. Who has beated Surfer multiple times.   

And if you honestly think Surfer could beat Spawn, at all? I feel really bad for you.

I changed the rankings based on voting too, seems like Batman is a clever dude...

I added new rules to narrow down the ranks, no immortals (infinite possibilities) and no villains, because if they were that strong they would be in charge right?

You could see it's infinite power. However, Hulk CAN die. He'd have to not get knocked out or killed for his power to be anywhere close to Superman, or above it.
