Maybe you can edit Ron from that guy from SF3, I forget his name. He's one of the two brothers that have an intro with skateboards, the one with the baseball cap. Forget their names, I wanna say Ying and Yang but chances are I'll be wrong.

Ron has a pretty distinct face, so this may be one of those rare occasions where you'll have to sprite it from scratch (but keep it handy for copy and paste purposes). That would then just leave the torso to worry about, but I'm afraid I'm still drawing a blank on a good base for it. Sorry.

arrgh ok i am having trouble making Ron, but I think I found the head, the body... well does not fit, but the head i took it out from Cody SFA, but the problem is he's gotta have a big body, any ideas?
