Tutorial? None that I remember from the top of my head.
Basicly it's editing in the sprite new shapes in different color schemes for pal variation.

Here's a example on infinity wiki :

or you can just try a color pal resembling the new costume, that also would be cool  :)

Looks like your making some good progress, can't wait. He looks interesting.  Also, a question, not related to mugen, but to the character.  How do you guys pronounce his name?  I assumed that since his mother was Japanese, that the pronounciation was also Japanese and being "Da Ken" and not "Dayken" like I hear people say.  Does anyone know how it is officially?

LVL3 hyper were coded by yours truly ;)
