Need help with Streets of rage Remake and Mugen

every time I play these, every once in a while I will get a stutter for like 1 second then it goes away. This happens on and off. It's not enough to make the games unplayable but it's noticeable and annoying. Anyone have any idea what could be causing this?

I have

i7 3770k
2080ti
32GB ram
windows 10

I've tried messing around with the video options for streets or rage remake but no good. And I've tried a few different video settings in mugen but still no good. Any advice would be great
