Title: Shrinking Sprites in Photoshop

I dunno if this belongs here or in General Discussion but whatever.  I decided to try to resize the sprites of my wip because he is a little big and I want to make him smaller, and I dont want to use the cns because it makes the sprite quality worse.  I tried resizing sprites in in RGB color form because it seems to be the most precise one without losing pixels.  The only problem is that the sprites gets a little green halo around it which is a hassle to remove all the time. (Pics Below)  Is there anyway to resize them without getting this "halo"?

use paintshop pro x since the resampling by pixel does not create that green halo

Well does anyone else know if there is a way to do it in Photoshop CS?
