Whom do I get the permission to about publishing Elastigirl AI?

I made A.I. for mugen character Elastgirl.
I want to publish this A.I., but I don't know the author of Elastigirl to take the permission.
Whom do I get the permission to about publishing Elastigirl AI?

I re-writed much of CNS, CMD files with Japanese comments.
(Because I'm Japanese.)

I will post this A.I. to Japanese sites if I got the permission.

Don't worry, you don't need permission to post an AI patch. You only need permission to release a full character edited from someone else's work.
