OK, here we go...
1) Make a new shortcut
2) Locate where your mugen.exe is. for ex: ("C:\Documents and Settings\Owner\Desktop\Marvel vs Capcom 3\Marvel vs Capcom 3.exe")
Optional 3) Choose a Title for the shortcut
4) Go to the properties of the shortcut you just made.
5) Go to change icon
6) something strange will pop up, click ok, go to browse, then go to any icon file you want. Make sure the file name is like this(not exactly) icon.ico.
7) click ok
the last one, apply the icon to the shortcut.
