Yep...i came across with scan of the Rockman/Rockman X Complete Works released for the Megaman's 20th anniversary

Yeah...the first concepts of Protoman's hair were pretty decent...the most recent ones were very funky...i actually laughed at that as well

Actually, if you look closer at his helmet you'd see that it's just a helmet. The sunglasses that you see on him are actually his own, not the helmet's.

That depends on which picture of him you're looking at. The Megaman 8 version of him with the funny haircut has the shades attached to the helmet he's holding, yet he still has shades on.
