its just a normal throw but i haven't done the recovery frames yet

I think he holds strongly the enemy(it would be good to shake him), then throws it backwards

Those frames are good for a guard push, too.

Dunno if it's needed at all, but one idea for move come to me at night time and was bugging me to share it.
You know how Cyrax teleports:

His head, arms and legs separated from body, so I though why Bomb Man couldn't jump, separate his head, arms and legs, and there would be only body left as big bomb with fuse? It also could be "dismantled" by enemy if he do enough damage in 5 seconds or so or detonate in Bomberman's cross pattern.

And always wanted to do this:
