Starting character power modification

What's the variable that determines how much super meter a character starts with? I'm screwing around with characters in a personal build and wanna give them all 1000 to start.

Here, put this in state 190, it should do the trick, no variables needed
[State 190, PowerSet]
type = PowerSet
trigger1 = !time
value = 1000
